the same way you normally make a tesla generator. Except instead of the ball, you have a xmas tree.

It is a Tesla coil. Look up Tesla coil on Google and youtube. There are all sorts of people who make those things, and I believe there are instructions given as to how to make one on the net. Usually those who make them know a lot about electrical stuff. They were invented by Nikola Tesla around the turn of the last century (late 1800's). It is a form of transformer. They take a certain amount of electricity and up the voltage (imagine a sprayer on a hose).
